Stock Markets Exposed

I want to place order to trade stock on bse/nse exchange exactly at 9:55 am,can i have timer set in computer?

I miss to buy shares on the stock exchange because there are some shares which hit the upper circuit at the opening bell and there are smart buyers who are able to place order before me on the exchange. I think, I miss it by a few seconds.This i want to overcome and want to be first to place the buy ORDER ON THE EXCHANGE at 9:55 am precisely. Please advice me how I can overcome? Can I have some sort of timer in my computer so that can trigger exactly at 9:55 am for a particular script.
