Who owns U.S stock markets such as nasdaq , dow jones, s&p?
Is it owned by government? Or is it owned by private individuals/company? Is there any government regulations on stock market and its functionings?

- It is Not government owned but is regulated by the SEC / Security and Exchange Commision . Per yahoo finance glossary Securities & Exchange Commission (SEC) A federal agency that regulates the U.S. financial markets. The SEC also oversees the securities industry and promotes full disclosure in order to protect the investing public against malpractice in the securities markets. - companies, banks, insurance companies, investors, foreign and domestic, presidents and boards of directors of companies tons of regulations on them, especially NYSE you can get the annual reports if you want tat info, who owns what , etc.
