Where can I find an online stock trading services with these specifications?

No minimum balance over $150. No fees for low balances. I just want to open an account with a small amount of money.

2. cheapest is sogotrade. $3 a trade. and if you sign up as my referral you'll get 100+ free trades. and I don't think there is any min. balance needed.
